azure-functions-core-tools upgrade to v4

This is a Feature Proposal

Description

  • Version 3 of azure-functions-core-tools (currently using 3.0.x in release 2.2.1) does not support Node 16 and 18 and I'm sure there are other outdated runtimes for other languages
  • Upgrading to v4 would be extremely easy using package.json

Any update on this? I need to use python3.10
