Check version of sls on every invocation

Description

There is no indication that the latest version of SLS is used. It would be helpful to check for potential upgrades on each run (with the possibility to disable via flag).

I think we do have an "Update Available" banner, but I'm not sure 🤔 ... cc @medikoo could confirm here.

@eahefnawy we have such notifications setup for Framework CLI, but same could be done for Components CLI. It requires update in platform ,metrics service, I've send you info and link on Slack about that
