[Google Reverse Image API] Valid searches returning error along with results

A user flagged that a reverse image search was returning an error ("Google Reverse Image hasn't returned any results for this query.") whilst still serving results. Additionally we have noticed "organic_results_state": "Fully empty" also being present in the response.

This has happened with every image url I have tried.
