[Bing Search API] Searches with European `mkt` or `cc` values produce cookie prompt

With @btaunt we discovered that searches on Bing Search API that also include European values for mkt or cc parameters produce a cookie prompt. This is visible both on the Playground as well as on the HTML file:

A customer was impacted by the Bing empty results issue which has been partially resolved. However since their search includes cc=DE, they're now impacted by this issue. Other issue: https://github.com/serpapi/public-roadmap/issues/2330#issuecomment-2849690832
