Add the Debian packaging files

Hey I just found your Debian packaging files here https://download.opensuse.org/download/repositories/home:/serock/Debian_11/

They build and work great! Any reason they aren't in this repository? (Namely, the contents of debian/ in pla-util_2.1.3-1+1.1.debian.tar.xz, which is how it works normally.)

I am a Debian Developer and can help you get them into Debian officially if you like. Even if not, IMO the debian/ directory is useful if I or someone else wants to be the Debian package maintainer one day.
