Canonicalize links

Each link to an UUID should have the form /<uuid> like /1815. Links like /ref/<uuid> or /mathe/<uuid>/<alias> should be changed to the canonical form.

We shouldn't have a bot for that, it has just to be saved correctly. Anyways, I transfered the issues to serlo/api.serlo.org in order to make migrations for them in the future. The code for the migration can be repeated once in a year if necessary (by @hugotiburtino)

Editor is a lot stricter since 1-2 years already. This should mostly affect older entries.
