isp blocked

Hi , i have a france server and i think my adsl isp blocked every port on it , like 443 , 8585 , 6969 ,... it doesnt connect and even if it connects , it won't download or upload anything but texts when i change my network to 4G , it works really good Ps: i also have a american server and with same ports it works both on adsl and 4G so why it isn't working on my france server ? :(((
