Oh, wow, that's interesting. Which GPU you have? Also which flashing exactly you are talking about? UI or scene itself?

MSI GTX 1060 6Gb with Nvidia v516.59 driver for Win10 x64. Flashing when moving/scroll camera view around the scene with GPU mode not with CPU.
