Relocating OpenSSL on Windows

We are trying to bundle OpenSSL in a relocatable Rakudo Star distribution. Unfortunately this is being blocked by the dll-resource that still points to the initial installation path. See https://github.com/ugexe/zef/issues/323 for more info
