ISSUE_TEMPLATE .md files could use title [BUG], [FEATURE], etc and labels

Is your feature request related to a problem? Please describe. When issuing a Bug or Feature report title stays the same and isn't automatically labeled.

Describe the solution you'd like Automation to issues instead of manually adding labels, and title pretext/tag "[BUG] " , "[QUESTION] ", etc as a bonus for issue clarity on all open issues.
