Use of libhidapi-libusb

I've recently been working on compiling pic32prog to run on OpenWRT. https://gitlab.com/edgeeffect/openwrt-pic32prog/tree/libhidapi

I had some difficulty integrating your use of libhidapi-libusb as a git submodule. (This is my first OpenWRT package and it's the first time I've touched buildroot) At this stage, I've patched your Makefile to ignore the submodule and instead use OpenWRT's library/hidapi package instead.

Could I ask, what is the rationale behind including libhidapi-libusb as a submodule and why it isn't simply an external dependency?
