Fixing setup dependencies in gh-actions

Hi, Methun and Steffen here. This PR fixes how dependencies are handled and installed in GH actions. There should be no functional changes in the package itself. If possible, please try to squash merge, since the 22 commits were needed to test things in the GH actions, and we missed to send a PR with just one squashed commit. Hopefully better next time.
