It is not really possible to write the file modified time as part of the metadata info dict. The file modified time was not determined during extraction, but during downloading....
This has been implemented in f3008bc5f89d2691f2f8dfc51b406ef4e25281c3 and will be part of the next release.
I fixed SenateISVPIE myself. The extractor was also affected due to the change of `_COMMITTEES` which caused a ValueError to be thrown.

Did you actually test this? Now you are not matching anything, breaking the extractor. Also, isn't the video id for brightcove numeric? If that ID isn't part of the URL...
