[Feature Request] Mandate a final transcoding rule for *

I recently had a little trouble because I used a new client and it tried to transcode, and I didn't have a rule for that client, or *. I'd like to suggest that the final * rule be mandatory.

would be awesome if this was implemented, otherwise it's impossible to seek in transcoded files with some clients (symfonium for ex according to the dev, https://support.symfonium.app/t/unable-to-seek-when-transcoding-enabled/11191/4)
