Incorrect hook time displayed at event view page

Static hook execution time is disaplyed.

'Ran at 5:41 PM' all the time, see the picture.

Expected Behavior

Display correct hook execution start time (if it is recorded) and execution elapsed time.

Current Behavior

constant 'Ran at 5:41 PM' is displayed.
