Filter boxes are missing empty states

Expected Behavior

Selecting the Check dropdown filter shows either available checks or something that indicates there are no available checks.

Current Behavior

Selecting the check dropdown triggers a checkbox.

Steps to Reproduce

1. Go to the entity page
2. Make sure there are no available checks
3. Select the check filter dropdown

• Sensu version used (sensuctl, sensu-backend, and/or sensu-agent): 5.8.0
• Installation method (packages, binaries, docker etc.): Packages
• Operating System and version (e.g. Ubuntu 14.04): CentOS7
• Browser used: Chrome

Issue is still present in v5.9; dropdowns require an empty state.
