Scheduled downtime

Add possibility to create stash for clients/checks in order to permit a scheduled downtime.

Sensu 0.14.0 (mid June) will have API GET/POST /subdue, moving silencing into core, give you the ability to subdue check publishing or event handling.

Would be great if Uchiwas supported scheduled downtimes like the old sensu admin, so this get my +1 for sure :)

@josephholsten The main idea here would be to create a silence entry that would only start to take action at a precise time and not immediately, which I don't think the silenced API provides yet.
