Suspected 7.x agentd subscription change regression.

Was testing ad hoc scheduling and noticed that when I restarted an agent, having added a subscription to the agent configuration file, the backend was not not scheduling checks for that new subscription on the agent even though the backend reported that the entity configuration had been updated to include it. After restarting the backend, it worked as expected.
