DISCUSS: modify --log-level to allow selection of multiple log levels

Context: #3809

Could modifying the behavior of --log-level introduce a much needed and backwards-compatible improvement that would enable us to fill gaps in our logs (e.g. improved audit logging) while giving users more granular controls over what they log?

We need to take a look at the spike and determine if we want to move forward.

Since this is presumed to be backwards compatible, and still not ready to be worked on, I'm removing it from the 7.x milestone.
