Document download limit of 31 days

The limit of 31 day for all data download endpoints is not mentioned in the frontend.

also confusing in the download panel UI: The error message for downloads without matching measurements (status 404) returns "Es ist ein Fehler aufgetreten. Bitte versuch es später nochmal." instead of something like "Es wurden keine Daten zu den Suchkriterien gefunden."

I had no trouble download a year of data in the download panel. And for the API, it mentions 10000 or a month as the limit at https://docs.opensensemap.org/#api-Measurements-getData
