fix: Export type PublicKey to allow type declarations

Without this, I have to write something awful like:

import { EventWebhook } from '@sendgrid/eventwebhook';
let sendgridEcPublicKey: ReturnType<EventWebhook['convertPublicKeyToECDSA']>;
