Update PC native package

This is a follow-up issue from #68. The changes requested there are now in the tool, but the native Windows build isn't up-to-date because I don't have a working Windows build machine at the moment. Unfortunately there's no "cross-compilation" option. The Java packager can only build native packages for the platform running it.

I would love a collaborator who has a Windows machine and facility with java!

@scottkleinman any chance you'd be interested in trying to build an up-to-date windows native package? My dim recollection is that you're a Windows user, is that right? I'd be happy to walk you through the process...

I have purchased a very inexpensive refurbished windows machine! Let's hope it's not too heavily refurbished... If all goes well, I will be able to use it to build the native Windows version of the tool myself.
