Doctor doesn't have privileges to create a Case for a Patient

Steps to reproduce

1- Log in as a Doctor 2- Go to a Patient and try to create a Clinical case for this patient 3- Insufficient Privileges

Current behavior

Doctor does not have privileges to create a case for a Patient

Expected behavior

Doctors should be able to create clinical cases for patients, but I am not completely sure about how... So far a doctor can see all Patients, not sure if this is ok...
