Add support for removing runs/pipelines

Currently, once you have executed a run, there is no way to remove it (even as an admin). This applies to pipelines as well (pipelines are technically just derived from runs). Ideally we should have some way to remove things. To protect traceability, we will want to make sure it would be really hard to accidentally delete a pipeline.
