Surface k8s errors with resolution container startup in the UI

One uniquely difficult k8s error to surface is if the resolver container itself fails to start. This can happen if, for example, k8s fails to be able to pull the image. Currently this surfaces in the UI as a root run being perpetually stuck in the "Created" state. We should make it more clear.
