Possibility to log time when task not assigned to you

For now "Log work" button appears only when task is assigned on you. It's not quiet useful if several people want to log work on the same task - they got to assign task on themselves before log. Can we change that and show button on any task?

I think that it may be resolved via tags (using username as postfix for tag).

@ilyachase it's not supposed to work with issues like that, two guys can't work on the same keyboard and the same PC, right? Then they most probably do different tasks, just create multiple tasks, maybe sub-tasks.

@kovetskiy it's different depending on project or company. Some of them have something like "communication" tasks where they're logging time that doesn't correspond to specific tasks. In our case we have an epic task and we log time on research and learning framework in this task (several people does that) and this task does not belong to anybody specifically. And overall I don't think that personal vision of how people must work should affect in this issue. I would not wrote an issue if I don't faced use case of it :)
