Add bungee command passthrough

Add a passthrough for tags such as a command to be sent over to the other user.

In the recode possible add a way to prefix tags to be sent over to the other side to trigger functionality better for addons.

I'm assuming this would allow for commands to be executed on the end destination, as in, first do the actual server switch, then when on the new server, perform certain commands.

It's quite annoying to have players spawn inside the portals when they use them to get back and forth.

If I understood the issue correctly, then consider me a +1.
