update flowchart to fix 'symbol.shiftX is not a function'

updated flowchart.js to the latest version v1.11.3 because there was an error: "symbol.shiftX is not a function"

added small amount of exception handling

This occurs when calling it from the command-line btw (i.e. diagrams build .)
