Use Attribute Persistent ID to populate Name and Description

Enhancement of feature from issue #597

Would be nice to fetch from the URI input as the Persistent ID of an Attribute to populate the Attribute Name and Attribute Description.

For example: If the Attribute Persistent ID is given as http://purl.obolibrary.org/obo/NCIT_C45293 The Attribute name should be populated with Species The Attribute description should be populated with A group of organisms that differ from all other groups of organisms and that are capable of breeding and producing fertile offspring.
