Associate a document to a programme

Currently, when a new document is created/uploaded it can be associated to a project. However in certain cases the documents may belong to the programme e.g. deliverables from various work packages of the programme. These are not a property of individual projects but the programme as a whole. Is it possibile to allow associating a document to the programme?
