Back up Seedvault settings

Add support for backing up Seedvault settings in the backup, as it is currently not backed up. They can be restored to Seedvault automatically with the backup being restored, or it could be in the backup metadata when previewing the backup.

This won't work through the normal backup mechanism as an app gets killed during backup/restore. We would need to build something custom into our backup metadata.
