Apps that are FORCED_STOPPED are shown as waiting for backup

The forced stops apps get filtered out when doing a manual backup pass, so we'll never get to them and never add metadata for them, so they stay in "waiting" until they are launched and are no longer force stopped.

In another manual backup run, it set the status of the apps correctly, so this bug is not always happening.
