Investigate how to backup system accounts as well

Currently, the system accounts are excluded from backup and have to be re-set up after restore. For some reason (security?) even Google only backs them up when doing a device-to-device data transfer (with com.google.android.gms/.backup.migrate.service.D2dTransport). So it is technically possible.
