What happend and What you expected to happen.

A new FL strategy (refer to https://www.secretflow.org.cn/docs/secretflow/en/developer/design/strategy.html) won't take effect until it is exposed in secretflow.ml.nn.fl.backend.tensorflow.strategy.__init__.py.

This is because secretflow.ml.nn.fl.backend.tensorflow.strategy is only imported and register_strategy is not triggered until it is in __init__.
