Hi, shaarli is great. But lately, it changed behavior, or maybe chrome changed behaviour I dont know. I use the bookmarklet (button in my chrome bookmarks bar) to save links... when I click it, for some time now, it fills the fields URL and name of the page with html %escape characters or how is it called... rendering it completely useless,,, the link does not work anymore, the text is not readable....

Hi @urza this repo is unmaintained for ~1.5 years, but there is a maintained fork at https://github.com/shaarli/Shaarli. You can try the latest release at https://github.com/shaarli/Shaarli/releases, See Upgrading.
