Targeting Settings keep resetting

After performing the /reload command or logging in the Targeting settings always revert to the following:

Force Hard Target = Enemy Target Match Lock = Explicit

I prefer both of these turned off so I have to keep disabling them whenever I log in.

I'm playing on Steam Deck.
