Support different encodings e.g. UTF-8

When I open tex file on Windows, I see bad char encoding. File is saved in UTF-8, but Open-LaTeX-Studio use another encoding. It should be possible to change encoding.

P.S. My first line in tex file look like this:

% !TeX encoding = UTF-8
