I think it is better to create a new database if the database is not exist

If the database is not exist, it will throw an exception. Cannot open database "yessql" requested by the login. The login failed. Login failed for user 'DESKTOP-PC\User'.

Check the user credentials or the database file permission, regarding creating a new database it's not always easy you should have a permission to create them. Think about non SqLite files
