I have the same issue, and i change the partition format to ext4 and then run the installation chrome os again and the chrome os boot normally. I have a suggestion, use hdd is to slow to open playstore on chrome os, why? i don't know but i try install chrome os on hdd and i open the playstore, so slow to open it. And i try install on flashdisk, the chrome os is run very quickly (depending on the flash disk used).

I used samsung evo nvme ssd in ext4 format only. But still I unable to go forward after this step although my pc meet all requirements.
