Is num_cpus impacted by lxcfs #469?

In case you were not aware, there's a quite annoying LXCFS (which, among others, provides /proc under LXC) bug, https://github.com/lxc/lxcfs/issues/469

Is num_cpus impacted by this? I am not aware of any code I would be using under LXC which is using this crate, but the potential impact is quite wide.
