lights unintentionally turn on to full brightness instead of partial brightness

  2. Have HomeKit turn on a Fan Light to a particular brightness—could be via a scene, a button control, or just asking Siri directly for a brightness level.

The fan light will turn on to 100%. If I send the request a second time, then it will correctly set the light level.
