自带的sea.hub镜像仓库增加开关功能

Additional context

非项目交付场景下，生产集群部署完成后每日镜像更新比较多都缓存到sea镜像仓库中会导致master节点带宽比较高另外占用存储空间比较大。且实践中发现sea镜像仓库中的镜像无法正常通过registry的api进行删除The operation is unsupported，即使正确设置了相关允许删除的参数。镜像不方便管理，建议是否开启设置一个开关让用户自行选择。 Add any other context or screenshots about the feature request here.
