Adding a DG for Jacoco plugin in Gradle to view the coverage locally

Currently, we have implemented a plugin in Gradle named Jacoco which are able to generate the coverage report locally. However, it seems that this feature is not mentioned in our Developer Guide.

Let's add a section of the introduction of this plugin in DG.
