Enable h3/h4 fitting

Optional fitting of h3/h4:

  • Make sure ppxf interface is sufficient to turn on and keep track of h3/h4 results
  • Alter the stellar-continuum configuration data as necessary to turn on the h3/h4 fits
  • Allow the h3/h4 output to be incorporated into the MAPS data model, if available

For at scale fitting of the higher moments, need a decision tree on when to attempt the fits:

  • Bin to S/N~30?
  • Only fit spectra with sigma_* > 2 * sigma_LSF
