Hi @artpelling, I finally had time to look into this again: I just couldn't wrap my head around how `RandomizedNormEstimator` and `RandomizedRangeFinder` were intertwined, so I just pushed a commit...

As we are now in hard freeze and there is probably some more polishing work to do here, I am pulling this from the release milestone.

@artpelling, just pushed a fix which then gives the same results as https://github.com/pymor/pymor/commit/1807d2d4114b899ff9881a93ae8cbe23151883bc if I checked correctly. However, both yield estimated errors of `nan` for basis dimension 40 onwards. `main`...

So I don't really want to start testing unstable numpy in ci again. Should be add the proposed 'numpy

@artpelling, June 22 is hard freeze for the next release. Do you want to finish this by then or should we remove it from the milestone?
