Please add support for Croatian: hr_HR:utf-8

I'm interested to get support for locale hr in order to take full advantage of etm and see that supported locale.py files have the following comment:

It has been generated automatically and must not be modified directly.

Can someone provide some further info about adding support for a new locale?

Adding new locale is on a voluntary basis and the maintainers of Pendulum do not provide support for them directly.
