Make cabal.vim upstreamed

I have created https://github.com/vim/vim/pull/1777 to merge the two separate changes to cabal.vim v1.3 . What's your opinion on making the change upstreamed to benefit more users?

I would like build-tool-depends upstreamed. Who can make this happen?

hi @coot, do you mean I should send a pull request to add a build-tool-depends line at https://github.com/vim/vim/blob/4f4d51a942cc2c6b3e936ee0f93f00c2d000065c/runtime/syntax/cabal.vim#L84 ?
