[FEATURE] Noisegate: Faster release time

The release time of the noise to kick in could be faster. Feels a bit slow.

Overall I compared the noise gate in Neural Nolly and NAM and I really liked how NDSP executed the noise gate. It functions not so much as a treshold but some sort of an intensity thing going on there

I guess having a way to tweak the hold/release would make it a lot more flexible for more diverse use-case.
