Latencies graphs are missing "human language" descriptions

Describe the feature and the current behavior/state.

I would like propose description for each latency graph explaining in a human language what it is.

eg like here: (top-left corner like on a screenshot below)

As we can see latencies graphs are missing this:

It is, it's a Scylla feature, more like a Scylla Enterprise feature. This is an example of data we still need to collect (an abbreviated name for the priority group). We probably don't want it collected in Prometheus (its history is not that interesting), and we want a single copy per cluster. I don't have a good solution for the front-end part, but we have yet to have a good solution for the Scylla part, so it events out.

It's near-static data and resembles other such data (like the physical location of a node or DC)
