cloudformation: assign node private IP accoring to the CIDR param

On #178 we added the option to a custom CIDR but the node IPs are still hard-coded (x.x.x.10, x.x.x.11, x.x.x.12 etc.) following CFN limitation,

This issue is created mainly for tracking in case we'll find a solution/new-feature by CFN.

Nothing changed in the last 3 years - the issue is the same issue, The question is about CF - I doubt how many customers using our CF solution but for sure it isn't worth the time we spent here, On the other hand, @tzach has future-plans to use CF as a platform for automating lab customer environments (if I understood correctly in our last conversation about CF) so the same question for all CF issues - do we want to continue supporting CF or we can remove it completely

FYI, CF is used/create initially for this page https://www.scylladb.com/download/?platform=aws#open-source

and seems like it's still there, so one should think of an alternative before thinking on removing it completely.
